BK 29 — Corruption Without Villains

Phase 4 — Cultural Fault Lines

Corruption does not always begin with a clearly dishonest person. It can grow through habits that nobody questions, conflicts of interest that become normal, opportunities repeatedly shared within the same circles, or silence maintained because speaking feels risky.

People may participate without believing they are doing anything wrong. Comfort, loyalty, and routine can protect unfair systems even when no one considers themselves responsible.

Change begins by naming patterns rather than searching only for villains. Transparency, accountability, rotating responsibilities, clear selection processes, and space for criticism can help prevent power from becoming closed and self-protective.

Reflection: How can a community confront harmful patterns without waiting for an obvious villain?
